I download the zip file for the unofficial patches. I then extract to an unzipped file with the same name. I then copy the contents of that file to the SteamApps > Common > Oblivion > 'Data' folder. This means that, for example, the 'DLCFrostcrag - Unoffical Patch.esp' file is in the 'Data' folder.
